Which is best depends on your needs. There isn't any one model that "all people" are using. We have three different ones at home (my wife studies English), but they all have their particular strong points.

Generally, Casio's dictionaries are probably the highest quality as far as dictionaries and user interface is concerned. But then you have Canon's dictionaries, Sharp has a series, and there's kanji dictionaries for the Nintendo DS too.

It all depends on your exact needs and what you're willing to pay.

電池辞書 is incorrect, you should use the term 電子辞書.
I used to use a Seiko SR9200 and only use the Japanese-Japanese dicitonary (国語辞典) from it. I suggest only to use this feature as if you're studying for level 1, your Japanese should be good enough to understand the explanations in Japaneese. It will help your comprehension much more.

I believe the better you get at Japanese, the less it matters what type of electronic dictionary you buy. I would rather go for one that is small and quick to use to look up a word rather than a large bulky one with heaps of features.

I believe most electronic dictionaries have a kanji dictionary on them, but most require you to know the readings of the parts that kanji's are made up to look them up properly. It can take a bit of time to learn to do that, but is the fastest way apart from the dictionaries where you can write the kanjis in, but those usually require the correct stroke order to find the kanji's accurately and are a bit clumbersome to work with.

I also don't like the idea of saving word lists on a 電子辞書 as you're bound to lose them when you change the batteries and you tend to not end up writing them down in a notebook like you always plan to do.

I also have learnt that it's not a good idea to over-rely on a dictionary. By relying on a dictionary, on the dokkai part of the test, you will have trouble understanding a sentence if it's got words you don't know, but if you learn to read by learning the meaning of a word from context, you'll be able to pick up new words without even knowing them before.

This is what I do when reading Japanese novels. I read them without a dictionary and guess the meanings of unknown from the context. Then the further I get in the novel, the more clearer it becomes as it's uses again and again in different situations.

1級を勉強すれば、電子辞書を使うほうがいい。casioは使いやすいと思います。辞書を調べる時間もかなり短くなります。それはいいじゃないか。

Agreed. Casio's dictionaries are the best. However, you did say something about wanting to buy a cheap one, correct? In that case, the upper statement no longer applies. They are way too expensive.

I use "SHARP Papyrus PW-AT790-W". Its price is around 15000円 (you can check at http://kakaku.com/), if I'm not mistaking. The "downside" (I think it's a plus, 'cause the batteries last much longer) is that you can use it only as a dictionary, since other models have more fancy extras. You can see all its features in the site.
Since I'm also going to take the JLPT Lvl1 the coming winter (first try), I also recommend you to use the 和和 explanations and not to rely too much on the dictionary itself (although there are times when you just have to).

Well, that's that. Good luck.
